文部科学大臣の認証を受けた評価機関（認証評価機関）が、大学、専門職大学、専門職大学院、短期大学、専門職短期大学及び高等専門学校の教育研究活動等の状況について、各認証評価機関の作成した評価基準に基づき評価を行う制度。大学等は政令で定められた期間ごとにいずれかの認証評価機関を自ら選択して認証評価を受けることが義務付けられている。大学、短期大学及び高等専門学校は機関別認証評価を、また、専門職大学、専門職短期大学及び専門職大学院を置く大学は分野別認証評価を受ける義務がある。
2020年度以降、認証評価において、大学等は教育研究活動等の状況が評価基準に適合しているか否かを認定されることとなっており、適合しているという旨の認定を受けられるように努力することが義務づけられている。また、文部科学大臣は、適合している旨の認定を受けられなかった大学等に対して報告又は資料の提出を要求する義務があるとされている。

A system in which an evaluation organization certified by the Minister (certified evaluation and accreditation organization) undertakes evaluations of the condition of education and research activities at universities, professional and vocational universities, professional graduate schools, junior colleges, professional and vocational junior colleges, and colleges of technology, based on evaluation standards drawn up by each certified evaluation and accreditation organization. Universities and other higher education institutions are obliged to undergo the evaluation and accreditation by an organization of their choice at least once in the period specified by Cabinet Order. Universities, junior colleges and colleges of technology are obliged to undergo institutional evaluation and accreditation, while professional and vocational universities, professional and vocational junior colleges, and universities with professional graduate schools are obliged to undergo disciplinary evaluation and accreditation.
From 2020, not only are higher education institutions obliged to undergo CEA but CEA organizations are required to provide the results in terms of whether their educational and research activities are accredited or not. This change would enforce higher education institutions to make efforts to be accredited. The Minister is obliged to require universities and colleges that are not accredited to submit further documents or reports.
