教育機関が本来所在する国や地域とは異なる場所に学習者が所在するすべての高等教育プログラムを総称するものであり、多様な形態で実施されている。TNEは、クロスボーダー教育（cross-border education: CBE）とも呼ばれる。その中には、国境を越えた遠隔教育、２か国以上の教育機関が共同で学位を授与するジョイント・ディグリープログラム等を含む様々な形態がある。

This is the term for all higher education programs in which the learners are located in a different country or geographical region from the one in which the educational institution is based and takes diverse forms of delivery. TNE is also called cross-border education (CBE). Among the various forms of TNE are remote cross-border education and joint degree programs in which academic degrees are awarded jointly by two or more educational institutions.
