学生を教授、研究指導するとともに研究に従事するために置かれた大学職員。専ら大学の運営や教育の支援等に携わる職員と区別するときに、教員と総称される。個々の教員は学術的達成や経験に基づいて教授、准教授、助教の異なる職名を付与され、講師は、教授又は准教授に準じる職務に従事するとされている。これらの教員の資格は、職名ごとに大学設置基準等によって定められ、教育課程における主要な科目は基幹教員が担当することが求められている。 大学設置基準等では「教育課程の編成その他の学部の運営について責任を担う教員（助手を除く。）であって、当該学部の教育課程に係る主要授業科目を担当するもの（専ら当該大学の教育研究に従事するものに限る。）又は年間８単位以上の当該学部の教育課程に係る授業科目を担当するもの」を基幹教員と定義している。各設置基準は、教育課程の種類及び規模に応じて必要な基幹教員等の数を職名に応じて定めている。2022年10月施行の大学設置基準等の改正までは、各設置基準はこれらの数を一の大学において教育研究に従事する「専任教員」について定めていた。また、専門職大学及び専門職大学院等においては、必要な実務家教員の割合が定められている。
大学における教員数を統計的に把握することを目的とする学校教員統計調査においては、当該大学に籍のある常勤教員を本務教員として計上することとしている。

University personnel that are responsible for teaching and supervising students as well as conducting research. These academic staff are distinct from administrative staff, who are responsible for management and student support. Individual academic staff members have titles of professor, associate professor, or assistant professor, according to their academic achievements and social engagement as stipulated in the Standards for Establishment of Universities, with the definition of lecturer as taking the same responsibility as professors or associate professors accordingly. Essential subjects are required to be taught by committed staff members. The Standards define a committed staff member as “an academic staff member who is committed to the operation of the faculty including the organization of its curriculum and who teaches either a major subject in the curriculum being dedicated to the university or subjects worth eight credits altogether for the year.” The Standards for Establishment of different types of higher education institutions specify the required number of academic staff according to job title for different types and scales of academic programs. Prior to the October 2022 amendment of the Standards for the Establishment of Universities, each separate set of standards indicated the required number of academic staff dedicated to a single university. For the professional and vocational university, the necessary ratio of practitioner-teachers is additionally defined.
In the government's statistical survey, the size of academic staff of a university is represented in terms of the number of full time employees who are regularly affiliated with the university.
