学生の教育、研究指導とともに研究に従事させるために置かれた大学職員。専ら大学の運営や教育の支援等に携わる職員と区別するときに、教員と総称される。個々の教員は学術的達成や経験に基づいて教授、准教授、助教の異なる職名を付与され、講師は、教授又は准教授に準じる職務に従事するとされている。これらの教員の資格は、職名ごとに大学設置基準、専門職大学設置基準、短期大学設置基準、高等専門学校設置基準等によって定められ、教育課程における主要な科目は基幹教員が担当することが求められている。例えば、大学設置基準では「教育課程の編成その他の学部の運営について責任を担う教員（助手を除く。）であって、当該学部の教育課程に係る主要授業科目を担当するもの（専ら当該大学の教育研究に従事するものに限る。）又は年間８単位以上の当該学部の教育課程に係る授業科目を担当するもの」を基幹教員と定義している。各設置基準は、教育課程の種類及び規模に応じて必要な基幹教員等の数を職名に応じて定めている。2022年10月施行の大学設置基準等の改正までは、各設置基準では一の機関において教育研究に従事する「専任教員」の数を定めていた。また、専門職大学及び専門職大学院等においては、必要な実務家教員の割合が定められている。
大学における教員数を統計的に把握することを目的とする学校教員統計調査においては、当該大学に籍のある常勤教員を本務教員として計上することとしている。

University personnel who are responsible for teaching and supervising students as well as conducting research. Academic staff are distinct from administrative staff, who are responsible for management and student support. Academic staff members hold titles of professor, associate professor, or assistant professor, according to their academic achievements and social engagement as stipulated in the Standards for Establishment of different types of higher education institutions. Lecturer are defined as having the same responsibilities as professors or associate professors. Essential subjects are required to be taught by core faculty members. For example, under the Standards for Establishment of Universities, a core faculty member is defined as “an academic staff member (excluding assistants) who is committed to the operation of the faculty including the organization of its curriculum and who teaches either a major subject in the curriculum being dedicated to the university or subjects worth eight or more credits for the year.” Each set of Standards specifies the required number of core faculty members according to job title for different types and scales of academic programs. Prior to the October 2022 amendment, each separate set of Standards indicated the required number of full-time faculty members dedicated to a single institution. For the professional and vocational universities, the required proportion of practitioner-teachers is additionally defined.
In the government's statistical survey, the total number of academic staff of a university is measured as the number of full-time employees who are officially affiliated with the university.
