教育課程等に係る特例制度 Exemption in the Approval Procedures for Academic Program
創意工夫に基づく先導的な取組を行う教育課程の提供を開始しようとする大学等が、大学設置基準等に定める事項に関して、一定期間その適用における例外的な扱いを受けることができる制度。2022年10月に新設された。本制度の活用を希望する大学は文部科学大臣に申請し、大学分科会の下に設置される有識者会議の審査を受ける。本特例制度は、大学通信教育、専門職大学、短期大学、短期大学通信教育、専門職短期大学、高等専門学校の各設置基準にも創設された。対象となる事項には、１年間の授業期間、認定する既修得単位数の上限、校地・校舎面積基準が含まれる。
Exemption in the Approval Procedures for Academic Program 教育課程等に係る特例制度
A provision introduced in the amendment of the Standards for the Establishment of Universities which entered into force in October 2022 that allows universities to be exempt from the requirements of the Standards for a certain period on condition that they launch an academic program characterized by creative and pioneering practices. Universities seeking this exemption must apply to the Minister and undergo a review by an expert panel established under the University Subcommittee. This exemption is also stipulated in the other Standards for Establishment. The exemption applies to the requirements on matters including learning period in a year, an upper limit on the number of acquired credits to be recognized, and campus and buildings.
