設置計画履行状況等調査（アフターケア） Follow up on the Implementation of University Establishment Plan (Aftercare)
設置認可・届出後のフォローアップの仕組みとして、各大学等の教育水準の維持・向上及びその主体的な改善・充実に資することを目的に、文部科学省に置かれた設置計画履行状況等調査委員会が行う調査。大学等を新たに設置した場合、又は既存の大学等が新たに学部、大学院等を設置した場合に、原則として開設年度に入学した学生が卒業・修了する年度までの期間、認可・届出時における附帯事項、授業科目の開設状況、教員組織の整備状況その他の設置計画の履行状況について大学等に報告を求め、書面、面接又は実地による調査を行い、調査結果を指摘事項（法令違反）、指摘事項（是正）、指摘事項（改善）等の形で大学等に伝達している。また、設置計画の履行の状況が著しく不適当と認められる大学等については、新たな学部等の設置を認めないものとしている。調査結果は、文部科学省のウェブサイトを通じて公表されるほか、認証評価にも活用される。
Follow up on the Implementation of University Establishment Plan (Aftercare) 設置計画履行状況等調査（アフターケア）
An inspection conducted by MEXT’s Committee to consider the implementation of a university’s establishment plan. The objective of the inspection is to consider how the university is maintaining and continuously improving their standards of teaching and to assist the university with the university’s continuous improvement and quality enhancement.
Until the academic year in which it produces its first graduates of the new institution or its part, the submission of reports is requested. The reports consider remarks imparted at the time of approval/notification concerning the academic courses/programs, academic staff organization and progress of other establishment plans; the inspection process includes submission of written reports as well as interviews or on-site visits, its results being communicated to the institution in the form of remarks (violation of law), remarks (correction) and remarks (improvement).
Those universities which remarkably do not achieve the key elements of the establishment plan are not allowed to further establish new departments and faculties. The results of each assessment are made accessible on the MEXT website and further followed up by certified evaluation and accreditation.
