欧州高等教育圏における質保証の基準とガイドライン(ESG) Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG)
欧州高等教育圏内における内部質保証、外部質保証並びに質保証機関に関する基準とその運用のためのガイドライン。高等教育機関及び質保証機関双方にとって共通の参照点となる。欧州高等教育圏内の高等教育機関レベルの学習と教授の質保証に関する共通の枠組みを定め、高等教育の質の保証と改善、資格やプログラムの認定と学生や研究者の移動の促進等を目的としている。国・地域間の違いを認めた上で共通の質保証基準を設けるもので、各質保証機関の多様性を尊重し、策定されている。
2003年の欧州高等教育大臣会合において、欧州における高等教育制度の改革に関する一連の流れであるボローニャプロセスの進展、学生を中心に置いた学習(student-centered learning)への転換といった背景の変化を踏まえて質の向上に関する欧州統一的な基準作りが要請されたことを受け、欧州高等教育質保証協会(ENQA)が、欧州大学協会(EUA)、欧州高等教育機関協会(EURASHE)及び欧州全国学生連盟(ESIB)と協力してESGを策定し、2005年5月の欧州高等教育大臣会合にて第1版が採択された。
2005年以降、質保証とともに、資格枠組み、学位・資格の承認、学習成果の活用と推進等、ボローニャプロセス全体で大きな進展が見られ、これらすべてが学生を中心に置いた教育のあり方という考え方に変化してきたことを踏まえ、ENQA、ESU(ESIBから組織変更した欧州学生ユニオン)、EUA及びEURASHEがエデュケーション・インターナショナル (EI)、ビジネスユーロップ(BUSINESSEUROPE)及び欧州高等教育質保証登録機関(EQAR)の協力の下、改正ESGが策定され、2015年5月の欧州高等教育大臣会合にて承認された。

Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG) 欧州高等教育圏における質保証の基準とガイドライン(ESG)
Standards concerning internal and external quality assurance and quality assurance agencies in the European Higher Education Area and operational guidelines. They serve as a common point of reference for both higher education institutions and quality assurance agencies. The ESG set out a common framework for the quality assurance of teaching and learning at the level of higher education institutions in the European Higher Education Area and their purposes include assuring and improving the quality of higher education, facilitating the accreditation of qualifications and programs, and encouraging the mobility of students and researchers. They establish common quality assurance standards based on a recognition of the differences between countries and regions, respecting the diversity of quality assurance agencies.
In response to a request at a 2003 meeting of European ministers responsible for higher education to draw up unified standards for improving quality, in light of background changes in the form of the development of the Bologna Process―a series of reforms of the European higher education system―and the shift to student-centered learning, the European Association for Quality Assurance in Higher Education (ENQA) worked with the European University Association (EUA), the European Association of Institutions in Higher Education (EURASHE) and the National Unions of Students in Europe (ESIB) to formulate a set of standards, the first edition of which was adopted at the conference of European ministers responsible for higher education in May 2005.
As major progress was seen throughout the Bologna Process from 2005 in regard to not only quality assurance, but also qualifications frameworks, the recognition of academic degrees and qualifications, the use and promotion of learning outcomes and the shift in focus to a student-centered approach to education. Revised ESG were drawn up by the ENQA, the European Students’ Union (ESU, into which the ESIB had evolved as a result of organizational changes), the EUA and EURASHE, in collaboration with Education International (EI), BusinessEurope and the European Quality Assurance Register for Higher Education (EQAR), receiving approval from the European higher education ministers at a May 2015 meeting.
