国際的な単位互換制度 International Credit Transfer System
国・地域ごとに異なる単位制度を尊重しつつ円滑に単位を互換できるようにするため、国際的に統一された単位制度。国ごとに様々な単位が、一定の基準に基づいて換算されるため、制度を活用する機関間の信頼構築を前提として、単位互換に伴う事務手続きの簡素化、公平な単位互換、学生交流の促進が期待できる。国際的な単位互換制度の例として、欧州では、多くの場合、学習量に基づく単位制度である欧州単位互換制度(ECTS)、アジアでは、アジア太平洋大学交流機構(UMAP)によるUMAP単位互換方式(UCTS)、ASEAN大学連合(AUN)によるASEAN単位互換制度(ACTS)、東南アジア教育大臣機構・高等教育開発センター(SEAMEO-RIHED)が開発に取り組むアジア学術単位互換枠組み(ACTFA)がある。
欧州のECTSでは、原則として、1年間(1学年暦)の学習をおおむね60ECTS単位(1,500から1,800時間程度)の学習量とし、1ECTS単位は、25~30時間のフルタイム学生の学習量(面接指導、課題読書、自習、試験のプレゼンテーション等を含む)に換算する。各大学は課程における各講義概要に想定される学習成果を記述し、学習成果ごとに学習量を示す単位数を表示することとしている。

An internationally standardized credit system that facilitates the transfer of credits while respecting the different credit systems in each country and region. As the various credits in each country are converted on the basis of fixed criteria, the system can be expected to streamline administrative procedures involved in credit transfer, thereby ensuring fair credit transfer and encouraging student exchange.
One example of an international credit transfer system is the European Credit Transfer and Accumulation System (ECTS), which is mostly based on academic workload, while Asia has the University Mobility in Asia and the Pacific (UMAP) Credit Transfer Scheme (UCTS), the ASEAN Credit Transfer System (ACTS) run by the ASEAN University Network (AUN) and the Academic Credit Transfer Framework for Asia (ACTFA), which is being developed by the Southeast Asian Ministers of Education Organisation Regional Centre for Higher Education and Development (SEAMEO-RIHED).
Under Europe’s ECTS, 60 ECTS credits are the equivalent of a full year of study (between 1,500 and 1,800 hours of study), so 1 ECTS credit equates to 25-30 hours of study (including face-to-face instruction, reading assignments, self-study and presentations for examinations) by a full-time student. Each university must set out the learning outcomes in the lecture overviews for its programs and show the number of credits indicating the academic workload for each learning outcome.
