大学及び高等専門学校は、大学等の教育研究上の目的や三つの方針（卒業認定・学位授与の方針、教育課程編成・実施の方針、入学者受入れの方針）、基本組織、教育研究実施組織や教員数並びに教員の学位や業績、入学者選抜、入学者数、収容定員、在学生数、卒業生数、進学者数や就職者数、外国人留学生数、授業科目、授業の方法及び内容並びに年間の授業の計画、学修の成果に係る評価及び卒業・修了認定に当たっての基準、施設及び設備、徴収費用、修学・進路選択及び心身の健康等に係る学生支援等の教育研究活動等の状況についての情報を、刊行物、インターネット等を通じて公表する義務を負う。
加えて、大学院を置く大学においては、当該大学院に入学した者のうち標準修業年限以内で修了した者の占める割合その他学位授与の状況に関すること、学位論文に係る評価に当たっての基準に関することも公表の対象となる。さらに専門職大学等及び専門職大学大学院を置く大学は、専門性が求められる職業に就いている者、当該職業に関連する事業を行う者その他の関係者との協力の状況も公表することとされている。
また、教育職員免許を取得できる課程を有する大学は、教員の養成の目標や計画、教員の養成に係る組織や教員の数並びに教員の学位や業績、各教員の担当科目、教員養成に係る授業科目、授業方法・内容、年間授業計画、教員免許状の取得状況、教員への就職状況、教員養成の教育の質の向上の取組みについての情報を公表することが求められている。

Universities and colleges of technology are obligated to publish, in print or on the Internet, information about the condition of their education and research activities including their education and research objectives, three policies (a diploma policy, a curriculum policy, and an admissions policy), basic organization, organizational principle for education and research, the number of academic staff and their academic degrees and achievements, the selection of entrants, the number of students admitted, the capacity and number of students enrolled, the number of students graduating, the number of students progressing to higher levels of education and to employment, the number of international students, the classes provided, the methods of conducting classes, the contents of the classes, the information regarding the annual class schedule , the standard for evaluation of learning outcomes and recognition of graduation and completion, facilities and equipment, fees, student support for progressing to higher levels of education and to employment, student support for mental and physical health, etc.
In addition to the above, universities with postgraduate programs are obligated to publicize the percentage of those who have completed their studies within the standard length of a program among those who have enrolled in the graduate school, other details concerning the conferral of degrees, and the standard for evaluating academic dissertations. Furthermore, universities that operate professional and vocation universities, etc., and professional graduate schools are obligated to publicize information regarding the state of cooperation with persons engaged in occupations requiring specialized expertise, persons conducting business related to such occupations, and other relevant persons.
Universities with programs leading to teaching licenses are required to publish information on their teacher-training goals and plans, the units engaged in teacher training, academic staff profiles including the number of teaching staff, their academic qualifications and achievements and the subjects taught by each academic staff member, subjects relating to teacher training, teaching methods and content including plans for the year, the track record of acquisition of teaching licenses and employment as teachers, and initiatives for improving the quality of teacher training education.
